Since 2002, our staff have led the Northeast Healthcare Preparedness Coalition, bringing together healthcare facilities and response partners across seven counties and three tribal nations in Northeast Minnesota. When we plan together, train together, and respond together, we build a stronger, more resilient healthcare system.

The President’s FY2026 budget proposal eliminates the Hospital Preparedness Program (HPP) Grant, which fully funds the Northeast Coalition and its staff. This proposal is currently under debate in Congress, with a final version due by September 30, 2025. Without continued HPP funding, the Northeast Coalition is at serious risk.

How You Can Help

The strength of our Coalition is in our membership. We’re asking you to advocate for continued HPP funding for the Northeast Coalition and all Minnesota healthcare coalitions. Here’s how:

  1. Understand the Proposed Cuts
    Review the President’s budget request to understand the impact on hospital preparedness funding (bottom of page 13):

    Tell us how the Coalition has supported your preparedness and response work. Your stories will help make the case for continued funding.

  1. Advocate for Continued Funding
    Reach out to your federal, state and local representatives and ask them to support future funding of the HPP Grant and healthcare coalitions. Use the sample letter we’ve provided and personalize it with examples of how the Coalition has supported your work.
